Applex assisted Kela in the Eepos IT procurement project and related appeals

Applex partner Juhani Matinlassi acted as Kela’s strategic advisor in the decision-making process of the Eepos IT procurement and successfully represented Kela in two court cases related to the project.

Eepos is Kela’s strategic development programme, which aims to renew the functional and technological foundation of the entire social security implementation by 2032. A key aspect of the development programme is to modernise the information systems for benefit administration so that they meet customer requirements for digital operating environments in the 2030s. Over the next ten years, customers’ and partners’ interactions with Kela will be streamlined with the help of automation, and in certain cases, there may no longer be a need for individual interactions.

Kela selected PricewaterhouseCoopers Business Services SRL (using Salesforce technology) to implement the large-scale reform of Kela’s benefit administration systems and services. The value of the procurement, calculated on its comparison price over a span of 10 years, comes to approximately EUR 589 million.
